The Stardew Valley Enchantment system requires you to unlock Ginger Island by repairing the ship south of Pelican Town.

After doing so, make your way deeper into the Volcano dungeon while collecting Cinder Shards. On Level 10 of the dungeon, you'll find the Forge where Cinder Shards can be used to forge your tools and perform enchantments.

The key ingredient for enchanting is a rare material called Cinder Shards. These orange crystals can be found scattered throughout the Volcano Dungeon on Ginger Island.

While these crystals appear as glowing nodes similar to other mineable resources, they can be identified by their distinctive pink-orange hue. Additionally, some enemies within the Volcano Dungeon have a chance to drop Cinder Shards upon defeat.
